On 6 February 2013, the newspaper El País exposed an irregular US$4.5 million loan from the Corporación Naciónal para el Desarrollo (CND) to ceramics manufacturer Metzen & Sena in July 2009. The company had been placed under an embargo at the time, and the CND had been prohibited from extending loans to the manufacturers. The Accounts Tribunal brought the case before the Organized Crime Court on 1 February 2013.
