The Mexican Maquiladora Export Industry (Index) and the National Institute of Migration (INM) signed an agreement on 17 November 2016 to provide labor opportunities to Mexican migrants deported along the country's northern border (Diario de Yucatán). Index President Federico Serrano Bañuelos indicated the program will be launched in twelve border ports. Bañuelos also noted the country has the capacity to generate opportunities, and the manufacturing and export industry is a clear option for quickly creating jobs (Expansión). Deputy Interior Secretary Humberto Roque Villanueva stated that the maquiladora industry presents a great job opportunity for repatriated Mexicans and saw a win-win situation for both the industry and the workers. According to Roque Villanueva, the program will be critical to alleviate the crisis caused by the repatriation phenomenon (Expansión).
