Colombian government and ELN announce date for public peace talks

On 10 October 2016, the peace delegations of the Colombian national government and the country’s second largest guerrilla group, the National Liberation Army (ELN), announced the public phase of peace talks would begin on 27 October 2016 in Quito, Ecuador (El Colombiano). The ELN agreed to President Juan Manuel Santos’ request to release the two remaining kidnapped captives in their custody before the talks. Exploratory private talks between the Colombian Government and the ELN began in January 2014 and ended in March 2016 with an agreed six-point agenda as well as the operational principles for negotiations (El Espectador).
